4.6.1.1 Control of Discharge of Oil from an Oil Tanker
a) Any discharge into the sea of oil or oily mixtures from the ship is prohibited except under the conditions as specified in Annex I of MARPOL.
b) Prior to cargo operations, all piping systems, including valves are to be checked to prevent any incidental spillage.
c) Retention of oil onboard.
d) Any effluent discharged into the sea will be such as to comply with the provisions of MARPOL 73/78.
e) Oil Discharge Monitoring and Control System (ODMCS): All Company tankers are fitted with an approved ODMCS. Continuous record of its operation identifiable as to time and date shall be kept on board for at least three years. Operation of the system shall be in accordance with the approved manual on board.
- i) Any failure of ODMCS shall stop the discharge and be noted in the Oil Record Book.
- ii) Manually operated method may be used in the event of this failure but the defective unit should be made operable as soon as possible but not later than commencement of next ballast voyage. The G.M. of tanker group should be notified immediately.
- iii) ODMCS shall be tested monthly & record of tests shall be maintained for three years.
f) Decanting of Slop Tanks: All decanting should be carried out utilizing the ODMCS as per procedure given in SMS Cargo Instruction for Tankers. Decanting of slops with cargo onboard is prohibited.
4.6.1.2 Disposal of Cargo Samples
a) On board tankers cargo samples shall be kept on board in a safe designated area, for a period as required by Charterers or 12 months from the date of delivery, whichever is more or as advised by Charterers/Company. Thereafter they should be disposed in the slop tanks whenever slops are generated and to be discharged ashore. In case slops are not generated for a very long time they can be disposed ashore with prior approval of company.
b) On Bulkers and WCC, instructions of CHPB shall be complied with.
4.6.1.3 Reporting and Recording
a) On board tankers:
- The Chief Officer is to record the handling of cargo in the Oil Record Book part II.
- ORB shall be kept on board along with shore receipt for a period of 3 years after the last entry has been made.
- Disposal of cargo samples should be recorded in ORB Part II - Section O.
- The Chief Officer shall maintain a record of Pollution Preventing Equipment as per SOPEP/SMPEP equipment list.
